The Faculty of Law (PSKN) of Padjadjaran University was established in 2005 (Decree of the Dean of the Faculty of Law, Padjadjaran University, No. 028c/JO.6.FH/Kep/KP/2005), initiated by a number of teaching staff and professors of constitutional law at the Faculty of Law, Padjadjaran University, who were concerned about issues related to state policy. Over time, the PSKN has involved not only the faculty members of the Faculty of Law, but also researchers from other related legal fields. The PSKN was established to contribute to state administrators and the public in formulating and evaluating state policies to create a democratic rule of law and protect human rights.

State policy, the focus of our research, is a vast field within state administration, both at the central and regional levels. All government efforts to plan, direct, regulate, and administer the state fall within the domain of state policy. State policy itself is formulated by institutions representing the state, including the executive, legislative, and judicial branches of power.

Post-reform Indonesia faces the challenge of perfecting the social, economic, political, and legal order. State administrators are expected to address the shortcomings of the previous regime. In the legal field, the idea of ​​reform has transformed into an effort to improve all state regulations, from the 1945 Constitution and laws to their implementing regulations. It is no exaggeration to say that changes in all areas are always linked to legal reform, ensuring the concrete and orderly implementation of all state policies.

Various regulations have developed rapidly, both concerning the formal form of state policy, including laws and regulations, state administrative decisions, and court rulings. Often, these policies, which are subsequently formalized in legal products, lack a clear plan. Therefore, the PSKN FH Unpad is committed to assisting and contributing to the government by producing various research projects aimed at improving regulations and other state policies.

Activity Focus

  1. Preparation of Academic Papers and Draft Regulations, including Laws, Government Regulations, Presidential Regulations, Ministerial Regulations, Regional Regulations, and other Regulations.
  2. Preparation of Legal Opinions on state policy issues.
  3. Research in the field of constitutional law and public policy.
  4. Legal training such as training in drafting legislation and training in preparing judicial review applications.
  5. Community service such as legal counseling, outreach, and others.
