International Law

The Department of International Law was established in 1957 as one of the first departments at the Faculty of Law, Padjadjaran University. Its primary vision, the dissemination of international legal knowledge at the national level and its development within the national legal system, demonstrates the strong commitment of its professors and lecturers to conducting widely recognized research and publications.

The Department of International Law is affiliated with bodies and institutions engaged in public international law, including the Indonesian Ministry of Foreign Affairs, the Indonesian National Armed Forces (TNI), the Indonesian Maritime Security Agency (Bakamla), the Indonesian Ministry of Maritime Affairs and Fisheries, the Indonesian Ministry of Law and Human Rights, the Indonesian National Counterterrorism Agency (BNPT), the International Committee of the Red Cross (ICRC), the UNHCR, the ASEAN Secretariat, UN agencies, the Centre for International Law – National University of Singapore, the Faculty of Law, Maastricht University, Leiden University, and Monash University.

To foster the development of knowledge in the field of international law, the Department of International Law oversees study centers including ICIL (Indonesian Center of International Law), ICLOS (Indonesian Center for the Law of the Sea), and ICASL (Indonesian Center for Air and Space Law). Furthermore, the Department of International Law has managed an international journal publication facility, the Pajajaran Journal of International Law, since the 1980s, initiated by Prof. Mochtar Kusumaatmadja.

The Department of International Law provides a platform for developing student interests and talents through globally recognized learning systems and media. The teaching and learning process employs a blended learning system with an emphasis on problem-based learning (PBL), which evaluates students' problem-solving abilities and foundational knowledge. This system prepares students for critical and analytical thinking. The PBL system is implemented in the form of case studies in all international law courses. Students are provided with a detailed course manual containing materials, reference sources, guidelines, and learning objectives for one semester, which is regularly evaluated and updated each semester.

To develop scientific knowledge and human resource capacity, lecturers in the Department of International Law actively partner with various institutions, both as researchers and speakers at various forums, including international forums as Indonesian delegates. In addition to publications, lecturers actively participate in various international scientific conferences.

The Department of International Law's areas of study include Public International Law, International Maritime Law, International Humanitarian Law, International Criminal Law, International Human Rights Law, Air and Space Law, Refugee Law, Energy and Natural Resources Law, Diplomatic and Consular Law, International Organization Law, ASEAN Law, and International Treaty Law.

As a form of contribution to the development of international law and community service with widespread impact, the Department of International Law develops educational media through counseling, training, workshops, national/international seminars, scientific publications through freely accessible journals, publications in mass media, including free-to-access YouTube video lessons. The Department of International Law, Faculty of Law, Padjadjaran University, is a pioneer in systematic video lessons on basic international law topics in Indonesian. In addition, the International Law Department actively hosts various academic discussions on current issues with speakers who are internationally recognized experts.

To foster student creativity, reasoning, and global competitiveness, the International Law Department actively mentors students in international moot court competitions. Numerous achievements have been achieved at the national, regional, and international levels.

The International Law Department's alumni are accomplished figures in academia, government, international organizations (UN organs), NGOs, companies, and practicing lawyers. Some of the most internationally recognized alumni include Prof. Mochtar Kusumaatmadja (founder of the archipelagic state concept in the 1982 United Nations Convention on the Law of the Sea), Dr. Rudi M. Rizki (UN Independent Expert on human rights and international solidarity 2005-2011), and Prof. Atip Latipulhayat (expert on Air and Space Law – Deputy Minister of Primary and Secondary Education 2024).
