Legal Aid

The Legal Aid Bureau was established on February 18, 1969, as a manifestation of the ideas of Prof. Dr. Mochtar Kusumaatmadja, S.H., LL.M., to provide legal consultation and legal assistance to the justice-seeking community.

Founded on February 18, 1969, as a manifestation of the ideas of Prof. Dr. Mochtar Kusumaatmadja, S.H., LL.M., it was intended as a forum for community service within the Faculty of Law at Padjadjaran University. This initiative was later followed by other Law Faculties in Indonesia, so that today, the Legal Aid Bureau, run by the Faculty of Law, is no longer unfamiliar to the community.

In its early activities, the Legal Aid Bureau was run by lecturers/supervisors, while students within the Bureau merely observed and studied the activities of their lecturers/supervisors. However, since 1971, students have played a greater role in organizing activities at the Legal Aid Bureau. After undergoing internships and initial training at the Legal Aid Bureau, students have become the primary driving force behind the Bureau's activities. Activities ranging from client acceptance, interviews, and case resolution are handled by students. This is intended to enable students to learn how to handle cases under the guidance of lecturers.

In 1982, a curriculum change at the Faculty of Law, Padjadjaran University, prevented students from handling cases at the Legal Aid Bureau. Therefore, the Legal Aid Bureau's activities were again handled by supervising lecturers. However, the Legal Aid Bureau remains open to interns and students undergoing Community Service (KKN).

The Legal Aid Bureau of the Faculty of Law, Padjadjaran University, has now evolved into the Academic Business Unit (UUA) of the Legal Aid Bureau of the Faculty of Law, Padjadjaran University, which aims to provide professional and sustainable academic services and legal assistance to the Unpad academic community and the general public. Furthermore, the UUA BBH also plays a role in increasing faculty revenue through academic-based services with governance that meets university standards. Services provided include legal consultations, case handling, legal document preparation, and collaboration with legal institutions, the government, and bar associations. These services are available to students, educational staff, lecturers, families of educational staff/lecturers, and the general public, with fees varying depending on the type of service. Pro bono services are available to low-income communities under certain conditions.

The UUA BBH organizational structure is under the Unpad Faculty of Law and operates based on Rector's Decree Number 782/UN6.RKT/Kep/HK/2024. Currently, the UUA BBH is led by a Chairperson, assisted by two Advisory Board members, and 19 Members assigned by the Faculty of Law based on Decree of the Dean of the Faculty of Law, Padjadjaran University, Number 3868/UN6.A/HK.03/2024 concerning the Appointment of the Legal Aid and Legal Consultation Bureau Team, Faculty of Law, Padjadjaran University.

  1. Internship Program: Involving students in consultation and case handling services.
  2. Consultation Program: Providing legal consultations for Unpad academics and justice-seeking members of the public.
  3. Legal Training Program: Training in case handling and advocacy techniques.
  4. Legal Counseling Program: Providing materials to increase public legal awareness.
  5. Mediation Program: Facilitating mediation activities in a case for the parties involved.
  6. Legal Assistance Program: Accompanying clients throughout the case.

Dr. Hj. Elis Rusmiati, S.H., M.H. was born in Garut on September 27, 1963. She is an academic and legal practitioner with extensive experience in criminal law, particularly in corruption cases. He earned a Bachelor of Laws degree from Padjadjaran University in 1987, then a Master of Laws degree from Diponegoro University in Semarang in 2006, and a Doctorate in Law from Padjadjaran University in 2014.

He has served as a permanent lecturer at the Faculty of Law, Padjadjaran University, since 1989. He also serves as Head of the Unpad Legal Aid Bureau and a member of the Unpad Faculty of Law Senate. In the judicial field, he has experience as a facilitator in the socialization of the Code of Conduct for Judges to approximately 2,000 judges in Indonesia between 2008 and 2010. He served as an Ad Hoc Judge for Corruption Crimes at the appellate level, both at the Semarang High Court from 2011 to 2016 and at the Bandung High Court from 2016 to 2020. As an academic, he teaches various courses at the Bachelor's and Master's levels, including Criminal Procedure Law, Criminal Law in Development, Special Offenses within and outside the Criminal Code, Judicial Medicine, and Corruption and Money Laundering. He actively writes and publishes various scientific works in reputable national and international journals. Some of his publications include: The Corruption Court in Indonesia: History and Development (CEJISS, 2018), The Existence of Contempt of Court Institutions in the Indonesian Judiciary (Reputable National Journal, 2019), Contempt of Court: Law Enforcement and Regulatory Models in Indonesia (Book, 2020), The Effectiveness of Legal Considerations and Recommendations of the Attorney General's to Support the National Development Acceleration Program and Prevention of Criminal Corruption in Indonesia (International Journal, 2020), Legal Aid for Marginal Communities in Indonesia (Investment Fraud Victim Case) (International Journal, 2021), and Barriers to the Implementation of the Articles of Continuing Acts in the Law of Criminal Acts of Corruption in Indonesia* (Journal of Criminology and Sociology, 2021).

With a strong academic background and professional experience, he continues to contribute to the world of law. legal education, research, and judicial practice.

Mission

  • Implementing the Tri Dharma Perguruan Tinggi Program by providing legal consultation services for civil, criminal, and state administrative matters, as well as legal advocacy for those in need of legal assistance, especially those who are economically disadvantaged;
  • Realizing the ideals of a state based on the rule of law based on the principles of Pancasila, particularly in providing fair and civilized legal services and ensuring access to justice for all, including the underprivileged. Through legal education and counseling, BBH helps strengthen national unity and implement transparent and democratic governance.
